Why not buy £22k worth of EUA first through your ISA and immediately sell off whatever you have in investment account?
Depending on daily volumes, buying £22k and selling £22k in one go might be OK. Some days you get NT on £1k, some days you get a live quote on 1m shares no problem.

Arctic Palladium project will also cost NN between 5 and 20 times more than buying MT (depends on how optimistic you are about MT sale) and is not as easy as open cast mining.
