Yes that is the same information that I came across, and don’t think there will be anything on the ROC side until this comes into effect - where and how the 10% is placed and whether or not it includes or provides specific 10% for the “local bourse” as per the expected legislation.

Reading between the lines this is my understanding. The ROC new mining code will formulate that 10% will be available for the “local bourse” , that means that 10% of any project will be available for local investors. The Government already has its guaranteed 10% (this is theirs and will not share) so will require another 10% of any project to remain in local investors.

They still have to buy shares and stump up - so just something to be aware of, personally I don’t see it as a major obstacle, but could need some funding, as launching something like a CDI to raise $220 million in the ROC would be a big ask.

The new ROC is going to be two parts - the ROC government gets their 10% free carry, also you will find that a further 10% will need to be allocated to to the ROC country/National pool. So that’s basically $220 million local investors will have to stump up to chip into the project - this money will probably be like a hire purchase arrangement, and will have to be funded somehow.

Secondly I cannot see this resource “slipping through the hands” of the new western alliance. Not when you have 30 odd years of Potash and 100 plus years of magnesium (both critical minerals). Yes the project is taking longer but we are now looking at a far bigger picture - I expect to see some progress shortly after the new minerals legislation from the ROC, late May - June..

However, the Dougou deposit represents a materially different opportunity: it is one of the largest undeveloped magnesium chloride resources globally, located in a jurisdiction with low‑cost hydro power, and held by a company with institutionally credible shareholders (OIA and SQM).

Given the global strategic environment—particularly the U.S., EU, and Japan’s urgent need to diversify away from Chinese magnesium supply—Dougou should be repositioned as a Critical Minerals project, not a future potash expansion.
