Unless it's many the confidence intervals around the %age effectiveness values will be huge. In which case the actual effectiveness could be quite low. So having taken the vaccine you might have a 60% chance of it working, couple that with a 1% chance of catching it and your new risk is down from 1% to 0.6% is that actually enough to change your behaviour? I suggest it isn't.
