I have found the info thanks. From RNS dated 19/4/2018:
"Following the completion of the first phase of the well design work, the new operational team has also completed time/cost estimates for the initial well. It is currently expected that the total cost of the well (including completion, testing and tie-in costs) will be in the range of US$7-8 million, which is well below our previous budgeted forecast of US$8-10 million."
This figure - about £5.75M - includes completion, testing and tie-in costs so they could get away with raising less to begin with.
These guys do not waste their time on dogs. If they are signing up, they must have a plan, imho.

Of course this will only work if the share price rises considerably over the next few days.
In theory it is fine for them to fund the drill themselves - problem is that it will dilute the share price a lot. As I just posted they could fund it themselves anyway without the new management but I don't think they can get a placing off for the amount they need at the current share price so this is planned to renew interest here, bump up the share price and then they will manage to raise the necessary funds.
All just my opinion.

As far as I can see they have been unable to get a JV/farm-in so they are using lack of rig availability - in the USA?? - as an excuse for inaction. They cannot raise the funds because no-one wants to put any money down so they have brought in the "hottest management in AIM" to bump up the share price by several times before doing a placing at a level higher than the current SP but nowhere near the soon to be expected high at which point they will fund the drill themselves.

I am not deramping Rose, Rose with its terrible past history does that for itself.
Now we have so many ramping postings about what a good time it is to buy into Rose, we have had so many posters like you and the rest over the years, say that now is a good time to top up on Rose shares, but unfortunately the share price has declined to just 1.30p.
Going to be a massive placing of shares, but who is going to buy them, can't see any of the big boys buying in with Roses disastrous financial record.
