Similar links have been posted before. The La Luna is the energy project not the coal mine. Sloane appear not to want to develop the mine unless they can develop the energy project. So it's a stalemate. I can't see any end in sight and RLH have spent all their money!
In addition I think the title is worded incorrectly due to the translation. I think it just means that Sloane will not go to auction with La Luna, not that Sloane is no longer with La Luna.

The firm energy auction was held at the end of Feb. Sloane refused to take part. 70 projects were awarded included gas, hydro, wind, solar. The previous renewables only auction didn't award any projects.

I have no hope left here, regardless of Columbia's keeness to develop the mining industry. The bottom line is we just done seem to be in a position to get a deal done. Are we too far down the pecking order? Gone on for too long here.
Colombia seem keen to develop their mining industry including coal. Maybe the answer is to create a mine for export only and review the energy plant. I can't see people coming up what - $1.4bn without a deal to sell the energy. Of course Colombia has their own way of doing things so who knows what could happen. There is a reasonable export market for energy.
