I think we can for forget about Special Certification Wos. If MB was to concentrate on Plan A he would get something done quicker. Just my opinion. The guvnor has no intention of doing much at this rate.

5 year delay? - Lot of that happen because of Global pandemic calls COVID. If people want to discuss delay they should also include this point - I think this is reasonable also.
Have there been delays? Yes but if we discuss this we should look at detail to understand investment without just Emotion / Hysteria.
Think Mr Thorngasson always make most important point - Incremental progress and end point ROI.
Let us be honest - if people REALLY think Petro Matad will not develop Heron they will not still be here - think all honest ones understand this without discussing this point further.
We have Plan A local authority permission which is Agreed BUT still need signing. Frustrating but is how it is at present.
We have Plan B - Special Certification of land which need final local governor approval which he has not given yet BUT which Central Govt can order .
Why will they not? Probably wait until after election which is why I think Plan A local signature will be before.
Why complain on BB? - just SELL!
Think all understand this is more practical then complaining all the time on BB - so why do they? Maybe they understand above better then they admit.
Like Mr Thorngasson I just accumulate to build up holding & do not waste time on BB to do same thing in sneaky way.

In either way Wehther they are corrupt or not petromatad production from Heron would benefit them regardless.
That is puzzling me why they have delayed petromatad for so many years. However if we get a bit lucky then we might get land use sorted some time this year. Fingers crossed.

At the 2020 election of representatives to the State Great Khural (parliament), the Mongolian People’s Party (MPP) won 62 of the 76 available seats giving them a “super majority” ability to pass legislation. Since then, there have been a number of domestic, international, and constitutional changes which have set the backdrop for the 2024 election.
The formal election campaign period will commence on 14 June. Ahead of Party manifestos being published[1], anticipation is building around the policy positions of the two main parties. At a macro level, it is expected that the MPP will continue to focus on delivering the tenets of Vision 2050 including economic diversification to encourage foreign investment, while the main opposition Party, the centre-right Democratic Party (DP), will focus on the environment, allegations of corruption, and attacking alleged errors in the handling of the economy and COVID-19 pandemic, made by the current MPP government. Having not held power since 2016, it is worth noting that the DP is emerging from a period of internal rejuvenation, and in 2023 elected former Education Minister Luvsannyamyn Gantumur to lead the Party into the 2024 election on a moderate and centrist mandate[2].
Key policy issues for the electorate include: economic growth paired with economic inclusiveness and social protection, including implementing a new Sovereign Wealth Fund and the shift to electronic government service provision; corruption prevention especially in the coal sector following recent public protests; provision of education, especially in rural areas; and the environment, including support for herders and continuing to tackle the air quality in Ulaanbaatar.
The following paragraph from the linked report below is pretty important.
"Mongolia has not only consumed almost all its mineral outputs, but has also borrowed heavily against them, bequeathing negative wealth to the next generation," the report says. "Mongolia risks resembling a 'resource curse' economy in a few years."
Whilst this is a relatively old report, it does serve to show that corruption in Mongolia has been pervasive at the very highest level.
However as foreign investment and the subsequent exploitation of Mongolia's mineral riches, which must, by necessity ,include oil is paramount to help balance the country's financial situation.
We can but hope that the MG at the highest levels will seriously persue their anti corruption intentions

If MG means what they say then they should issue land access with no more delay before matd goes bust.
At least they should let Heron operational permit right now so that petromatad can start having income.
Have seen too many meetings which seems they love to have and all talk talk. Time for action/walk walk now.
I am sure that the Governor is completely focused on the best outcome for his region and that there is no way that the delay in obtaining his signature is due to a variety of reasons; the upcoming elections, a need to ensure that his region receives the greatest benefit from the exploitation of land with his province and perhaps a belief that there is plenty of time before the completion of the refinery, when Mongolia will need its own oil for the plant amongst them.
As can be seen from a number or sources the Government of Mongolia is actively fighting corruption and has been for quite a number of years and whilst so far it has not been totally successful, they are trying and as such LTH will just need to wait for the inevitable progress when the Governor will make a decision as to the best course of action for his province.

Some have written years ago and also raised questions and still zilch.
THe board is set on a course and will not change direction.
There seems to be a complete shortage of common sense and lack of thought that is now going into some of these posts.

Wos,. Petrovis is a massive company in Mongolia. Don't you think that it is a bit bizzar that they have no influence to get land use? Dont forget that it is 5 years and still waiting. It sounds to me they( petrovis and co) are as relax as MG!
