Roads are what the Chinese are good at building and they will need somewhere to put all that overburden. The south is where Hasina is from so playing to all of the country with Phulbari and painting it all green in the process. I can't think of another project to discuss in China.
Yup, this is one of those "major projects" that Hasina will want to have a fanfare announcement over, amid maximum publicity.
---A project worth up to $100 bill with an initial outlay of $1 bill from Power China, is "Major" in any bodies language, and it will not be left to underling ministers, to announce.
---A formal signing between Hasina and China is what you would expect.
-Send the Finance Minister out there next month, to do all the paper work and agree the figs, followed by a bit of DD, and then the formal announcement from Hasina and China when everybody is agreed on the detail , a little later on.
-In the meantime things will leak out from various meetings ect, (we await news from the one last weeks), and it will be all well known, and out in the open, long before the big whoha signing ceremony.
-Greater ties, loans, funding projects, it all smooths the path to OPM at Phulbari.

We know Phulbari is clean coal with a higher calorific value and much less transport, will result in less coal being needed for the same output, plus less co2 in shipping ect, and less co2 in exhaust gases.... Greener all round.... And a huge huge saving on fx
