Playing devil's advocate and not intending to annoy anyone, he might mean investment in terms of time and effort, I've both managed services for clients and insourced as a marketing and ops director and often a pilot is about testing a new or developing product/service and making iterations (think AGILE sprints etc.) and once successful moving to full implementation and then using the pilot as a selling aid through evidence of practical application and testimonials from the clients.
Don't get me wrong, I really am bullish about DEV and believe in them but there is also a lot of work in localising and globalising software too so they have some work ahead yet but very very promising especially as Lenovo will be the partner, I've worked twice for a global IT company and while a lot of work its very doable with teh right resources and experience so I am excited by their prospects :-)
I've also looked at their career site and it is an excellent implementation of this kind of career assistance tool - I was impressed by the ease of use, functionality, visuals, responsiveness and logic of the site. It should be very helpful for both younger users and also older more Luddite users in job centres etc. needig to upskill and find new careers.

I have been involved in Pilots where the client (me) manages to make the pilot almost a free implementation. Of course the service is paid for in the end, but pilots can and do morph into a rollout without doing the whole. Build - assess - remove process. If a software firm is keen enough to get the client company's name on their advertising they will be more lenient.
Yes, it will definitely be a great case study to assist with sales within another market sector if they can generate good results from the pilot and then increase footprint with other police forces, prisons and rehabilitation organisations. I imagine its more about that than revenue at the minutes. A lot of work for them to do this year and next but it's promising they are looking to diversify.
assuming they will get the income if its rolled out. maybe a small amount for the pilot. not sure they would be doing it for free, unless its a very short pilot - 1 week . But i'd assume it needs to be a good 3 month pilot to see the results for reoffenders
How much income are they getting from this? Genuine question..or will they get if the pilot is a success.
in england and wales there are 43 police forces . 43 prisons and 5 young offender lock ups . very interesting time to be in dev
Useful new market, education doesn’t have to be for the younger generation. A good start to big roll out.
