He must have forgotten it takes about 40 years for the surface water today to naturally get down to HH-2Z. Quicker to put it down the well but they don't have permission for that yet.

No, they don't.
Take an example when you are producing an oil leg above a water leg (sound familiar?).
If you maximise the flow rate, that increases the pressure drawdown across the perforations. By doing that, the increased pressure drop encourages water coning to occur, which can lead to early water breakthrough which REDUCES oil flow rates and recovery (sound familiar?).

No, it won't. UKOG are only reinjecting produced water. All that will do is slow down the current pressure decline. To increase downhole pressure, they have to inject more than they are producing (i.e more than combined oil & water production).
Basic physics.
And, BTW, that presumes that the injection water goes where they want it to - far from a given in HH.

I'm not going to argue about your opinion, but maximising recovery does not go hand in hand with increasing flow rates from a well.
But I don't assume the worst, all I do is outline possible alternative outcomes as UKOG doesn't 'do' downsides - the worst case in regard to using HH-2z would be that the reservoir was unsuitable for water disposal in HH-2z and productiin from HH-1 - perhaps because of the fracturing. It may be unlikely but it is a possible outcome - and so far UKOG's record on understanding the Portland has been pretty poor - or was it that they were aware but failed to also mention the downside?
That's great for positivity, but not for reality.
A recent example is Basur. They must have been fully aware of the number of wells that had to be sidetracked either because of hole problems or there being no oil at the target location, presumably because the mapping was poor. Any mention of this possibility that became reality?
