The date listed as the ‘estimated date of publication of contract notice’ is the date that PHE believes it will be able to start the tendering process. Public Health England as the contracting authority is putting in place a national microbiology framework agreement for diagnostics, research and development, manufacturing of supplies and services and provision of laboratory testing capacity.
This framework will be used to support all five pillars of the UK testing strategy set out by the secretary of state for health and social care. One of the aims of the framework is to maximise social value in all procurement activity as per the Social Value Act 2012.
The framework is intended to be accessed by UK Public Sector bodies including Public Health England, the Department of Health and Social Care, Public Health Wales, Public Health Scotland, NHS Authorities and Trusts, Special Health Authorities, Local Authorities and any other NHS entity or successor body. (A complete list of NHS Authorities and Trusts and special health authorities can be found here: http://www.nhs.uk/servicedirectories/pages/caretrustlisting.aspx).
The framework can also be accessed by academic and charitable institutions.
The framework value range is an estimate only and the values may vary dependent on the requirements of Public Health England and the other authorities who may choose to participate and purchase supplies and services over the life of the framework agreement. The framework value range of GBP 5 000 000 000 is an approximate estimate only.
The actual values will be to such level as those purchasing under the framework agreement consider necessary to provide suitable requirements. Public Health England works with DHSC and the NHS in its role as a national and international emergency responder to current and emerging threats to public health. As demonstrated by the Covid-19 pandemic, the exact nature, timing and escalation of such threats (and the corresponding required responses) can be difficult to foresee, making any exercise in future value estimation unpredictable.

Don't forget the directors have over 7m share options between them considerably lower at an exercise price 10-15p so they don't need to be paying 40p a share if they don't think there is serious value to be had. They stand to make a substantial amount of money if they deliver a fraction of what is promised. Call it 10m shares between them a share price in the £s will set them up big time, so they will no doubt be working hard towards growth.
No one spend 256 grand unless they have some knowledge of what is going on...
