This shows up the Government in a very bad light. If you were being charitable, you might say that they are completely incompetent, but I suspect there are more sinister reasons why they have continually kicked the BEM can down the road and put up obstacles in our way.
I feel Kallak has been earmarked for someone other than Beowulf and the hope has been that we would eventually either walk away or fold.
Conclusions in the report are fairly clear but as TFE states, it doesn't really move things forward with recommendations as to what happens next. Presumably the committee was deliberately set up with a very limited remit for that reason I guess.
Just had a flip through, seems to me this report is just a overall observation of what has gone before but offers no direction for further actions.

on certain issues. In response, the committee received on 9 January 2020, 6 February 2020
and on 27 October 2020 three memoranda from the Ministry of Trade and Industry (Appendix
