Commenting on the quarter and the year, Panagis Vourloumis, Chairman and CEO, noted:Β
"Our solid performances in the fourth quarter provide a fitting conclusion to a year which was pivotal from a strategic as well as an operational standpoint. In mobile, we passed the 20 million subscriber mark, Romania achieved its maiden annual positive OIBDA, and results were higher in each market. In Greek fixed-line, our new organization along customer segments proved critical in meeting competition head on and weathering the impact of an unfavorable regulatory environment. Fixed-line operations in Romania benefited from innovative product strategies and stringent cost-control. With reinforced management, a strong international partner, improved control over our activities, better systems in place, and robust cash flow generation, we are better positioned than ever, as a united Group." Turning to 2009, Mr. Vourloumis added: "This unity should serve us well in the coming quarters. Financial Highlights
Revenues
OTE Group RevenuesΒ roseΒ by 0.5% in Q4'08 compared to the previous year's quarter. ThisΒ slightΒ increase wasΒ mainlyΒ due toΒ strong performance from mobile operations, as well as higher revenues from leased lines, services rendered andΒ LLUΒ in fixed-line operations. On a comparable basis (i.e. excluding Q4'07 revenues fromΒ the directoriesΒ activities, InfOTE, disposed of in December 2007),Β OTE Group revenues would have grown by 1.3%Β in Q4'08.Β
Total Operating Expenses
Total Operating Expenses excluding depreciation & amortization decreased by 0.7% in Q4'08 to β¬1,103.0mn, as increases in Payroll were offset by lower Cost of Equipment andΒ reductions inΒ payments to domestic operatorsΒ following the interconnect rate cuts imposed by regulators.Β
- Payroll and Employee BenefitsΒ
In Q4'08, Payroll and Employee Benefits totaled β¬352.6mn, up 10.1% compared to the previous year's quarter. Payroll and Employee Benefits related to Greek fixed-lineΒ operations were affectedΒ at both pro-formaΒ and reported level by a one-off charge ofΒ β¬25mnΒ that relates to the actuarial calculation of the company's "Youth Account" obligations; excluding this non-cash charge, Greek fixed-line Payroll and Benefits would have been roughly unchanged in the quarter.Β The increase inΒ mobile operations payroll in the quarter was offset by lower payroll at RomTelecom, resulting from the implementation of its 2008 headcount reduction program.
- Other Operating Expenses
Group Other Operating Expenses decreased by 1.9% to β¬363.4mn. Higher provisions for doubtful accounts and third-party fees in fixed-line operations were offset by lower commissions to dealers, repairsΒ &Β maintenance,Β and other costs.Β
Operating Income before Depreciation and AmortizationΒ
Pro forma Operating Income before Depreciation and Amortization (OIBDA) increased by 3.5% to β¬539.7mn in Q4'08. Group pro forma OIBDA margin stood at 32.9%, up 0.9pp from the comparable quarter last year, mainly due to strong mobile performance, notably inΒ RomaniaΒ andΒ Greece.Β
Depreciation and Amortization
Group Depreciation and Amortization increased by 9.1% to β¬335mn in Q4'08. This increase mainly reflects additional one-off depreciation charges ofΒ β¬34.8mn at OTE Globe, resulting from the reduction of estimated remaining life of certain assets.
Operating Income
Group Operating Income decreased by 5.5% in the quarter to β¬202.8mn,Β mainlyΒ reflectingΒ theΒ accelerated depreciation and amortization charges at OTE Globe, as well asΒ the one-off "Youth account" charge in Greek fixed-line operations.
Net Income
In the quarter, OTE Group Net Income decreased by 56.4% to β¬100.1mn, reflecting the impact of one-off charges at OTE Globe and in Greek fixed-line operations. In Q4'07,Β consolidated net income of β¬229.6mn included a net realized capital gain of β¬183.5mnΒ on the disposal of OTE's directories business, InfOTE, partly offset by a β¬57.8mnΒ chargeΒ related to tax audits in Greece and Romania.Β
Cash Flow
Cash provided by operating activities increased byΒ 23.1% from Q4'07, amounting to β¬534.5mn, reflectingΒ improvedΒ business profitability as well as effective working capital management. In Q4'08, OTE incurred an outflow of β¬10.1mn related to Greek fixed-line redundancy payments, compared to a total outflow of β¬44.6mn in Q4'07.Β
Capital Expenditure
Capital expenditure in theΒ fourthΒ quarter totaled β¬361.6mn, down 10.3% compared to Q4'07, partly due to lower investments in mobile operations inΒ GreeceΒ and internationally. Capital expenditure for the Greek fixed-line, RomTelecom and mobile operations reachedΒ β¬113.0mn, β¬52.7mn and β¬195.9mn, respectively.Β
DebtΒ
As at December 31, 2008, total OTE Group gross debt stood at β¬6,047.7mn, an increase of 9.4%Β compared to December 31, 2007, reflecting OTE'sΒ investment to absorb the minority interestΒ in Cosmote.Β Of the total gross debt at the end of 2008, 81% was in fixed interest rates and nearly 100% was denominatedΒ inΒ euros.Β Net debt amounted to β¬4,619.8mn, upΒ 9.7% from 2007 yearΒ end.Β ComparedΒ to the end of Q3'08, net debt was downΒ β¬170.3mn, reflecting strong cash flow generation in the quarter.Β
During theΒ year,Β OTE placed β¬106.6mn of its cashΒ balancesΒ into highlyΒ liquid,Β short-term governmentΒ notesΒ which are notΒ accounted for underΒ Cash and Cash equivalents. Adding this amount to Cash and CashΒ Equivalents, net debtΒ at year endΒ wouldΒ have fallenΒ to β¬4,513.3mn, roughly corresponding to 1.9x OIBDA.Β

In Q4'08, total Greek fixed-line revenues amounted to β¬669.4mn, down 1.3% from the comparable quarter in 2007. Revenues from monthly rentals continued to decline, reflectingΒ the loss of PSTN and ISDN lines.Β Fixed-to-fixedΒ revenuesΒ dropped from the previous year level; however, the increased take-up of the Conn-x Talk and OTE Talk flat-rate packages mitigated the negative impact of lower call revenues.Β The drop in fixed-to-mobile revenues was inΒ line with trends in prior quarters, driven by steep mobile interconnect rate cuts imposed by the regulator.Β International revenues were negatively affected by increased competition and lower pricing. ADSL revenues were impacted by migration of wholesale customers to LLU services. Service and LLU-related revenues continued to increase. Interconnection charges in the quarter were down chiefly due toΒ a decline inΒ wholesale traffic.Β The ongoing increase in leased-line revenues continued in Q4'08, largely due to increased sales by the business customers division.Β
Local loop unbundling (LLU) growth continued in Q4'08. The total number of PSTN lines dropped by 8.9%Β toΒ 4.1 million, while the number of ISDN lines (64K) decreased by 5.1% to a total of approximately 1.3 million.Β However,Β in the quarter, OTE achieved the lowest rate of line loss in the past five quarterly periods.Β
In broadband, as of theΒ end of December 2008, the total Greek ADSL market exceeded 1.6 million subscribers, compared toΒ 1.1 million one year earlier, an increase of 44.9%.Β Total OTE ADSL customersΒ (retail & wholesale)Β exceeded 972,000.Β The total market more than tripled within two years since 2006, reflecting OTE's ongoing efforts to boost broadband availability across the country, both at the retail and LLU-based level. Total ADSL penetration now exceeds 14% of the Greek population.Β NetΒ newΒ additions in the quarter exceededΒ 140,000, the highest quarterly increase of the year.
DespiteΒ aggressive pricing of bundlesΒ offeredΒ byΒ LLU operators, OTE increased its share of retail broadband customers in the quarter. This achievement wasΒ accomplished with no increase in total fixed-line marketing expenses. With nearly 90,000 new retail subscribers in the quarter, its best quarterly performanceΒ inΒ the past two years,Β OTE maintained its broadband market shareΒ wellΒ above its 50% target level.Β OTEΒ continues to focusΒ its efforts on improving customer satisfaction and stimulating migration to higher broadband access speeds.Β
The rate of new subscriptions to the "Conn-x Talk"Β flat-rateΒ packagesΒ remained veryΒ high in Q4'08,Β markingΒ the highest quarterly additions since the introduction of these products inΒ Q2'07. Currently, overΒ one-third of all eligible "Conn-x" broadband customers have adoptedΒ flat-rateΒ packages.
Consistent with its strategy to bolster customer loyalty and enhance new service revenues, in FebruaryΒ 2009 OTE implemented the commercial launch of its IPTVΒ offering, three months after a successful pilot project. Initially offered in five major metropolitan areas, IPTVΒ serviceΒ will gradually beΒ expanded to over 40 cities throughoutΒ 2009.Β Conn-x TV offers Greek andΒ international TV programs as well as video on-demand services.Β Conn-x TV customers have the option of selecting films from a collection of over 200 titles that is updated regularly, or enjoyingΒ TV premieres from majorΒ studiosΒ on aΒ pay-per-viewΒ basis.Β Viewers canΒ alsoΒ watch television series, movies, music videos, documentariesΒ orΒ cartoon seriesΒ fromΒ aΒ collection that includes more than 700 titles.Β OTE expects the gradual take-up of this new product to encourage broadband customer take-up of higher access speeds (8 or 24 Mbps).
OTE's effortsΒ to respond effectively to theΒ aggressively priced packages offered by alternative carriers continue to face regulatory delays and impediments. In particular, OTE's proposed double-playΒ bundles offering unlimited voice and broadband access, widely available from competing operators, have not been cleared by the regulator, and enrichment of existing packages is still awaiting approval six months after being submitted.
While slow regulatory response impedes OTE's ability to compete effectively, the Company continues to work diligently to contain churn. In particular, the special taskforce put in place to identify and retain potential departing customers has successfully developed monitoring systems, which have led to improved retention.
In the fourth quarter, OTE conducted an extensive review of its distribution network, which has resulted in the first quarter ofΒ 2009 inΒ the closure of approximately 100 stores out of a network of 370. An additional 60 stores have been turned into customer centers with no sales function. This streamlining should enhance efficiency while reducing distribution costs.
In the Corporate & Business Segment, 2008 was in many respects a critical year, as the new business unit established its operating processes and achieved a number of major wins, notably with large corporate and public sector entities. Reflecting the uncompetitive nature of voice tariffs imposed by the Greek regulator, the Corporate & Business Segment has been successful in retaining major customers through the provision of IP VPN and VoIP services. Building on its strong competitive edge in meeting the sophisticated technical requirements of large clients, the business unit is working on specific offerings for small and medium enterprises, which will be a priority segment throughout 2009.Β
In Q4'08, total operating expenses amounted to β¬607.3mn, downΒ 0.5% from β¬610.4mnΒ in Q4'07. Greek fixed-line headcount reached 12,056Β at the end of the year, up 6.2% compared to the end ofΒ 2007, reflecting the absorption of OTEnetΒ as well as otherΒ personnelΒ transfers. Payroll and employee benefits were upΒ 13.6% to β¬221.9mn, reflectingΒ theΒ β¬25mn one-off non-cash "Youth Account" andΒ salary increases.Β
Other operating expenses stood at β¬140.6mn, downΒ 3.3% from β¬145.4mn in Q4'07, driven mainly by lower advertising costs.Β Provisions for doubtful receivables, chiefly related to the difficulties experienced by certain alternative carriers, more than doubled to β¬23.4mn, and were more than offset by stringent cost-control efforts in all other expense categories.Β

In Q4'08, the Cosmote GroupΒ posted a strongΒ performance, consistent with itsΒ achievementsΒ since the beginning of the year.Β
In the quarter, total CosmoteΒ GroupΒ revenues rose 4.3% to β¬844.0mn, withΒ telecom revenues increasing by 12.6%. GroupΒ OIBDAΒ was β¬287.0mn, up 19.4%, a record growth rate, driven by strong performance inΒ RomaniaΒ as well as profitability improvements across all markets. Specifically, theΒ OIBDAΒ margin in Greece increased by one percentage point, reaching 41.3% in Q4; in Romania, continuing the upward trend evident throughout 2008,Β OIBDAΒ margin in Q4 reached 11.1%; in Bulgaria, theΒ OIBDAΒ margin was up 3.7 percentage points compared to Q4'07, reaching 43.2% and resulting in a record annual margin of 42.5%; finally, despite adverse regulatory developments, the OIBDAΒ margin in Albania increased byΒ 3.9Β percentage pointsΒ to 64.0% in Q4'08.Β
For the full year,Β Cosmote GroupΒ revenues increased 6.6% to β¬3,261.7mn whileΒ OIBDAΒ jumped 15.8% to β¬1,142.2mn, exceeding the target set for 2008.Β CosmoteΒ GroupΒ OIBDAΒ margin reached 35.0%,Β upΒ 2.8Β percentage points and a record level sinceΒ CosmoteΒ Group took its current structure.Β
This solid financial performance reflects continued operating breakthroughs: in the quarter, Cosmote GroupΒ added 1.4 million subscribers to pass the 20 million mark across the markets it covers, a year-on-year increase of nearly 29%.Β
In 2008, market share inΒ GreeceΒ increased an estimated 3 percentage points toΒ reach nearlyΒ 42%, while an equivalent gain was achieved inΒ serviceΒ revenue share.Β Market share inΒ RomaniaΒ increased to approximatelyΒ 23%, representing 5.9Β million customers, with a similar growth rateΒ achieved in revenue share. InΒ BulgariaΒ andΒ Albania, Globul and AMC respectively, despite an increasingly competitive environment, managed to improve their revenue share.Β
Overall, in Q4'08, Cosmote succeeded in expanding revenues,Β OIBDA, subscriber base and other KPIs, in a challenging environment, while major competitors, in Greece and Bulgaria, registered negative growth, and in Romania witnessed a significant slowdown.Β
GreeceΒ - Cosmote
In Q4'08, Cosmote continued to gain market share, adding 482,000 net subscribers, resulting in a total subscriber base of 7.9 million, up 26% compared to 2007 year end. This representsΒ aΒ subscriber market share of approximately 42%, up 3.2 percentage points. Post-paid subscribers, up 8.6% year-on-year, account for approximately 28% of Cosmote's customer base,Β whileΒ the number of pre-paid customers, accounting for the balance, increased by 34% in 2008. In 2008, Cosmote captured 61.8%Β of net additions, benefiting from its strong distribution network, competitive offers, top-quality network, enhanced customer service and revamped marketing.Β

In 2008, Cosmote made significant inroads in new market segments, with highly promising prospects. Within little more than six months fromΒ the re-launch of its mobile "Internet on the Go" service, Cosmote hadΒ over 100k subscribers inΒ its data offerings (data modems), excluding 3G users through smartphones or other terminals. While revenue contribution from data (excluding SMS) remains limited, it is growing rapidly and is expected to partlyΒ offset pricing and regulatory pressures going forward.
In Q4'08, Cosmote pursued its strong financial performance, gaining market share in revenue terms, as well as in subscribers. In a quarter when both competitors are estimated to have had negative revenue growth, Cosmote service revenues rose byΒ 4.6%, mainly driven by pre-paid outgoing traffic, with total outgoing minutes up by overΒ 27% in Q4'08. As a result, outgoing voice revenues increased byΒ 6.1% compared to Q4'07. Incoming revenues decreased by 1.7%, given 7% lower termination rates compared to Q4'07.Β
OIBDA increased 8.3% in the quarter, with OIBDA margin up over 1 percentage point to 41.3%. On an annual basis, OIBDA increased 8.1% toΒ β¬781.9mn, resulting in a 42.4% OIBDA margin.

Blended ARPU dropped 5% to just over β¬9.5, due to lower post-paid ARPU, resulting from the higher subscriber numbers in this category.
RomaniaΒ - CosmoteΒ Romania
CosmoteΒ RomaniaΒ continued improving its OIBDA in Q4'08, reaching β¬12.0mn, to a total ofΒ β¬22.5mn for the year, making 2008 its firstΒ OIBDAΒ positive year. With Q4 revenues up 113.5% toΒ β¬107.7mn, and annual 2008 revenues atΒ β¬311.0mn, Cosmote achieved itsΒ OIBDAΒ turnaround in its third year of operations, within the target set at the time of its launch, despite changing market dynamics.Β
In the quarter, Cosmote added over 648,000 net new subscribers, of which 177,000Β post-paid, bringing its customer base to 5.9 million, of which 19% post-paid, steadily improving its post-paid base. Cosmote's subscriber market share reached 23% in 2008, up from 16% a year ago, while itsΒ serviceΒ revenue shareΒ reached 11%.

FYROM - Cosmofon
Following the acquisition of control of OTE by DT, OTE and Cosmote have committed to divesting Cosmofon, due to DT's leading operation in the country. Cosmote is in the final steps of closing an agreement to divest the company, jointly with its distribution arm Germanos Telekom Skopje.

RomTelecom's operating revenuesΒ were downΒ 4.2% in Q4'08, partly resulting from a one-off accrual adjustment related to ADSL service revenues. The balance of the dropΒ reflectsΒ revenue erosion in traditional voice services, which still constitute over 55% of the totalΒ and could not be fully offset byΒ higher revenues from new services (Broadband, Business Data & TV).
EffortsΒ to contain churnΒ were successful,Β resulting in net line loss of 2% for full year 2008, down sharply from 11% in 2007.Β
AtΒ the end of Q4'08, ADSL lines amounted to 650,000, up 290,000 lines or 81% compared to the level at the end of December 2007.Β
In addition,Β by the end of 2008, RomTelecom'sΒ satellite TV offering had attractedΒ 643,000 subscribers, a year-on-year increaseΒ ofΒ 250,000 customers orΒ 65%.Β
The increase inΒ penetration of ADSL and direct-to-home (DTH) TV service was successful in preventing migration of fixed-line subscribers to alternative carriers while providing a significant additional revenue stream. Revenues from data services (ADSL, VPN, other broadband services) rose by 33% in the year, while DTH TV revenues jumped 93%.Β
Operating Expenses (excluding depreciation and amortization) for Q4'08 were down 4.9% from the same period in 2007, chiefly reflecting a significant drop in payroll costs as a result of the company's transformation process. This improvement was partly offset by an increase in cost of equipment,Β primarily customer-premise equipmentΒ (CPE).
Operating Income before Depreciation & AmortizationΒ forΒ Q4'08Β decreased byΒ 1.9%Β comparedΒ to the same period of 2007.Β Largely due to local currency devaluation, depreciation & amortization wasΒ β¬4.5mnΒ lower than for the same period of 2007.Β
In the last three months of 2008, RomTelecom completed its transformation plan, withΒ 274 redundancies. During the year, headcount was reduced from 12,512 to 10,344 employees, or 17.3%.Β
In its effort to proactively seize market opportunities, the company applied for and was granted a CDMA license in September 2008Β andΒ 150 sites are already on air. As a result, RomTelecom secured its access to the mobile internet market, which enjoysΒ significant growth potential, whileΒ this technology will enable the Company to deploy cost-effective access solutions in areas where there is no copper cable coverage.
4. Events of the quarterΒ
DT ACQUIRES 3% STAKE IN OTEΒ
On November 10, 2008, Deutsche Telekom AG notified OTE that its participation in OTE SA's share capital and total voting rights stood at 25.0000004%, which corresponded to 122,537,599 shares and corresponding voting rights.Β Prior toΒ this transaction, DT held 21.967% of the share capital and total voting rights of OTE SA.Β
5. subsequent events
OTE PROCEEDS WITH ANNUAL EMPLOYEE EXIT PLAN
On January 28Β 2009, OTE's management and OME-OTE (the employee's union) signed a Collective Labor Agreement according to which employees who will have completed the number of years of service required for retirement byΒ December 30,Β 2009 will be entitled to benefits providing they leaveΒ by this date. Eligible employees should have submitted their irrevocable applications byΒ FebruaryΒ 16,Β 2009. The estimated total cost amounts toΒ β¬11.0Β mnΒ and will be included in the 2009 income statement in the line item "Cost of early retirement program".
OTE HOLDSΒ EXTRAORDINARY SHAREHOLDERS MEETING
On February 6, 2009,Β OTE heldΒ its Extraordinary General Assembly of Shareholders,Β previously cancelled due to industrial action. During the meetingΒ 50.0% of the company's shareholders were presentΒ in the meeting. During the meeting and in line with the meeting's Agenda, the first and the fifth items were discussed. The amendments ofΒ Articles 8 (Board of Directors), 9 (Election, Composition and Tenure of the Board of Directors), 10 (Incorporation and Operation of the Board of Directors) and 12 (Managing Director) of theΒ Ξrticles of Incorporation currently in force,Β were approved. During the meeting, the appointment of Mr. Leonidas Korres as independent member of the Board, in replacement of Mr. Stefanou who had resigned on the 26 of June 2008, was also announced.Β
Subsequently,Β OTE'sΒ Board ofΒ Directors took place, and followingΒ the submitted resignations of its members Ilias Gounaris, Leonidas Korres, Georgios Bitros and Georgios Tzovlas,Β the Board electedΒ four temporary new members in replacement of the aforementioned members. The new members are: Mr. Konstantinos Michalos, President of theΒ AthensΒ Chamber of Commerce and Industry, Dr. Yannos Benopoulos, Chairman and CEO of Pantheon Airways, Dr. Kevin Copp, Senior Executive Vice President, Head of Mergers & Acquisitions of Deutsche Telekom, and Dr. Martin Walter, Chief Compliance Officer at Deutsche Telekom.Β
COSMOTE ACQUIRES A FURTHER 12.6% OF AMC
On FebruaryΒ 12Β 2009, OTE'sΒ 100% subsidiary CosmoteΒ acquired, after participating inΒ an international tender, a further 12.6% of AMC. The stakeΒ was purchased from theΒ AlbanianΒ StateΒ forΒ β¬48.2 mn. Following the transaction,Β Cosmote'sΒ holding in AMC, direct and indirect, via its 97% subsidiaryΒ CosmoholdingΒ Albania,Β reached 95%. The transaction is subject to the approval of the relevantΒ governmental and regulatory authoritiesΒ ofΒ Albania.Β
GREEK STATE TRANSFERS 4% OF OTE'SΒ SHARESΒ TO THE IKA PENSION FUND
On March 4,Β 2009,Β an agreement was signed between theΒ Greek StateΒ and IKA (which has absorbed TAP OTE), regarding the transfer of 4% of OTE's shares currently held by the GreekΒ State, to IKA in accordance with Law 3371/2005. The transfer price wasΒ β¬10.3Β per share.

COSMOTE RECEIVES OFFERSΒ FOR THEΒ SALEΒ OF COSMOFON
On March 13, 2009,Β Cosmote announcedΒ the successful completion of the binding offers submission process for the sale ofΒ Cosmofon Mobile Telecommunications AD SkopjeΒ and GermanosΒ Telecom Skopje SA.Β Further detailsΒ will be announced at the time ofΒ a signed share purchase agreement.Β
OTE TO HOLDΒ EXTRAORDINARY SHAREHOLDERS MEETINGΒ ON APRIL 7
On March 16, 2009, OTE'sΒ Board of DirectorsΒ invitedΒ the shareholders of the Hellenic Telecommunications Organization SA to an Extraordinary General Assembly on April 7,Β 2009,Β inΒ order to discuss and decide uponΒ amendment of the Articles of Incorporation, appointment of members of the Audit Committee, approval of acquisition of own shares by OTE S.A.Β as well as hear announcementΒ related toΒ the replacement of resigned members of the Board.
OTE BOARD OF DIRECTORS APPOINTS NEW MEMBER
On March 26, 2009, OTE's Board of Directors announced the appointment of Mr Guido Kerkhoff as a non-executive board member, in replacement of Dr Karl Gerhard Eick, who has tendered his resignation on March the 20th, 2009. Mr. Kerkhoff was born in 1967 and holds degrees in Business Administration. He began his career in the Group Accounting Department of VEW AG, where he worked from 1995 through 1996. He then moved on to Bertelsmann AG, where he held the position of Head of Projects and General Corporate Accounting and Controlling. Since April 2002, Mr. Guido Kerkhoff has held various management positions in Deutsche Telekom's Finance department and has been the Head of Deutsche Telekom Group Accounting and Controlling since mid-2006. On March 1, 2009, Mr. Kerkhoff was appointed as a Member of Deutsche Telekom's Board of Management, responsible for South Eastern European operations.

6. Outlook
Based on current trends and barring any unforeseen developments, management expects full-year 2009 Group revenues to be roughly in line with the past year level, with lower Greek fixed-line revenues and virtually unchanged revenues in mobile telecommunications, as gains in Romania offset a small decline in the increasingly competitive Greek market. On that basis, the Group's pro forma OIBDA margin should match the full-year 2008 level. Reported OIBDA should be impacted by the expected Voluntary Retirement Plan related to an additional 600 employees, and should benefit from the Greek State's contribution of a 4% stake in OTE to the employee pension plan, resulting in a β¬200mn reversal to be recorded in Q1'09. Commenting on the outlook, Mr. Vourloumis noted: "Though forecasting is difficult in an unstable competitive and regulatory environment, we have entered the year in a strong position and expect to perform at least at the level of the markets in which we operate. We will reinforce our cost-reduction efforts across all units."
