ย ย MANAGEMENT COMMENTSย
NLMK Group Operating Review
NLMK Group's steel production in 2009 amountedย toย 10.6 million tonnes which corresponds to 2008 production levels. The Group was able to maintain high production volumes in the post-crisis period primarily due toย theย timelyย launchingย ofย theย blast furnacesย that wereย stopped in 2008ย and consolidating BetaSteel Corp as part of the NMLK Group. In Q3 2009 NLMKย managedย toย exceed pre-crisis steel production volumesย mainly due toย low production costsย andย an activeย sales policyย pursuing profit maximization.ย The overall utilization rateย ofย Group'sย steelmaking operationsย reached 93% in 2009.ย
In Q4 2009 the Group produced 2.9 million tonnes of steelย representing a sequential decline of 2%ย which is in line withย the previously planned volume.ย Theย production facilitiesย were run at approximately 87%ย capacity, including our main production site in Lipetsk, where utilizationย rate reachedย 99%, and theย Longย products divisionย operations, where utilizationย rate grew toย 73%.ย
The Group's totalย steelย product sales amounted to 2.8 million tonnes, a 12% decrease quarter-on-quarter and a 49% increase year-on-year. Improved results compared toย theย last year are due to low sales volumes in Q4 2008 caused by theย weakย steel market conditions.
Q4ย 2009ย slab sales toย Dufercoย JV companies increased by 17% quarter-on-quarter representingย approximately 38% of the total slabย sales.ย In 2009 ourย sales toย Dufercoย JV companies totaledย overย 1,214,000ย tonnes of slabs.
The main factors influencingย theย sales dynamics in Q4 included both active deliveries in Q3 2009, some of which had an impact on Q4 according to the production/sales cycle, andย the regularย seasonal decline in demand for steel products.ย
Our sales geography remained largely unchanged from Q3 2009.ย In Q4 2009 the company's domestic sales reached 28%. Salesย to Europe grew modestly as a result of an increased level of supplies to Europeanย assets ofย Duferco JV. Sales to South East Asia were lower quarter-on-quarter.
Mainย productionย site in Lipetskย
Despite challenging market conditions, steel production in 2009ย remained unchanged from theย previousย year level. Average run rates over the year amounted to 93%,ย which is lowerย thanย usualย due to theย temporary stoppage of furnaces at theย endย of theย lastย year.
In Q4ย 2009ย production in Lipetsk grew toย 2.4 million tonnes, aย 2%ย increaseย quarter-on-quarter.ย ย
In Q4 2009, sales volumesย reachedย 2.8 million tonnes,ย aย 9%ย decreaseย quarter-on-quarter due to theย seasonal declineย of demand from finalย customers.ย However,ย Q4 2009ย sales volumes increasedย 54% year-on-year.ย
There were no significant changes in our sales structure compared to Q3 2009.
Demand for flatย productsย (and pre-painted steel in particular) on the domestic market remainsย stableย which is partially attributable to the traders' intentions to replenish steel stock before the next season.ย
Transformer steel sales growth in Q4 2009 is primarily driven by launching production facilities stopped for repairย at Lipetsk plantย in April 2009. Despite the restored production,ย theย total run rate of the transformer steel line is relatively low due to weak market activity.
Favourable market conditions on international markets allowedย maintainingย high levelย of slabs, hot-rolled and cold-rolledย deliveries to the export market. Q4 2009 export sales representedย 75% of total volumes.
DanSteel A/S
Inย 2009 reduced demand for thick plates resulted in a 57% decrease in production and sales volumes year-on-year.ย Though,ย demand and stockย beganย to restore graduallyย starting fromย Q3 2009.
Following annual repair activities in Q3 2009, thick plate production increased by 48% and reached 53,000ย tonnesย in Q4 2009.ย
Demand remainsย lower thanย historical rates. However, partial market recovery allowedย the companyย toย increase Q4 sales by 16% quarter-on-quarter.ย
Q4 2009 pricesย forย thick plates sequentiallyย decreasedย by 2%.
Beta Steel Corp.
Steel production in 2009 amounted to 378,000ย tonnes, a 13% decrease year-on-year.ย ย
Theย 21%ย quarter-on-quarter decrease in salesย reflected the seasonal declineย inย demandย and totaled 101,000 tonnes.ย
Prices for hot-rolled steelย demonstrated a sequential increase ofย 10% in Q4 2009.
VIZ-Stal
Excessive transformer steel stock in the world at the beginning of 2009 resulted in reduced production and sales.ย
In 2009Transformer steel productionย decreasedย 46% year-on-year.ย ย
Transformer steel sales in Q4 reached 38,000ย tonnes,ย which is in line withย theย previous quarter volume (a 6% increase). Stableย demand in H2 2009 allowedย the company to increase its sales byย 165%ย comparedย toย H1 2009ย sales. In Q4ย theย utilization rateย reachedย 76%.ย Exports represented approximately 80% of total sales portfolio.ย
Market conditions and lowerย USD/RUR FX rate contributed to price declineย of 12%ย in Q4 2009. ย
Stoilenskyย
Throughout 2009ย iron oreย production dynamics largely corresponded toย theย Lipetsk production site run rate. Total iron ore concentrate and sinter ore production in 2009ย decreasedย 4% year-on-year.
In Q4 2009,ย sales of iron ore concentrate and sinter ore were 2.9 million tonnes and 0.5 million tonnesย respectively, whichย corresponds to the previous quarter level.ย Inย Q4 2009ย thirdย party sales totaledย 134,000ย tonnes.
Altai-koks
In 2009 total coke sales reduced by 6% to 3.043 million tonnes. An insignificant quarter-on-quarter decrease in coke production and sales (-10%)ย wasย driven mainlyย by a seasonalย decline in demand.ย
Long products divisionย
In 2009 steel production decreased to 1.7 million tonnes (-11% year-on-year), largely due toย slowย activity in theย construction sector. H1 2009 saw the most significant decrease,ย whenย ย salesย fellย 30% year-on-year. However, demand picked up in H2 2009,ย lifting sales.
In Q4 2009 steel production reduced to 0.4 million tonnes (-15%) due toย theย seasonal decline in demand.ย
The seasonal decline in demand from the construction sector on the domestic market resulted in a weaker pricing environment andย ย a decrease in the share of high value added products, such as wire rod and metalware, by 38% and 25% respectively. Seasonal decline in demand from the construction sector andย tradingย companies also led toย lowerย rebar sales by 38% (179,000ย tonnes).ย
Exports accounted for approximately 32% of total Q4 2009 sales of ourย Longย products division. Conducive export market conditions allowedย the companyย to preserve billet sales at almost the same level quarter-on-quarter (67,000ย tonnes in Q4 2009).
The fall in scrap sales in Q4 2009 is related to lower scrap collection in the winter period.ย
Prices on main products fell insignificantly, from 2% to 7%. Billet prices grew by 6%ย driven byย relatively high demand on export markets.
Outlook
We believeย thatย Q4ย 2009 revenue willย preliminarily increase overย USD1.7 billion,ย and the EBIDTA margin will be in the range of 25-30%.ย
In Q1 2010ย we expect an insignificant reduction in production and salesย volumesย driven mostly by a seasonal decline in demand.ย Within the period of low demand the Group companies will perform repair works at main production facilities.
Q1 2010 financial performanceย will beย driven byย positiveย steel price dynamicsย both on theย internationalย and domestic markets.ย
