PRELIMINARY REVIEW ISSUED BY MINISTRY OF ENVIRONMENT

FOR THE RESTART OF THE RIO TINTO MINE (or "PRT")

EMED Mining Public Limited ("EMED Mining" or "the Company"), the AIM quoted mining exploration and development company, is pleased to advise that the Provincial Delegation of the Ministry of Environment ("Environment") of the Junta de AndalucΓ­a ("the Government")has set out its conclusions from the preliminary review of the Company's plans. Environment is one of the four regulatory authorities with responsibility as regards PRT and, along with the Provincial Delegation of the Ministry of Innovation, Science and Companies ("Industry"), it co-ordinates the overall permitting process. A summary follows:

Background

In 2009 Environment acknowledged receipt of the Company's plans, including the initial draft Unified Environmental Authorisation ("AAU", which includes the Environmental Impact Assessment or "EIA"), submitted by the Company's wholly-owned subsidiary EMED Tartessus. Environment has conducted preliminary site inspections and reviews with management.

Evaluation

During 2009 legislative changes were made to the regulations which affect the permitting process, or "roadmap". A revised roadmap has since been agreed, which takes into account the specifics of PRT, and is now being followed to facilitate production start-up in 2011 if all regulatory requirements are met by the Company.

Preliminary Conclusions

Once the Company's plans, including the AAU and EIA, are in final form, they will have to be re-submitted to Environment for final assessment and report. In the meantime, for the purposes of consultation the following preliminary conditions have been provided by Environment:

Β·; As a result of the legislative changes, the restoration plan and the waste storage plan needs to be expanded now in detail and submitted to Environment and also to Industry; and

Β·; The classification of the tailings deposits needs to be supported by appropriate reports (the classification affects the level of consequential 3rd party insurance and bonding to be provided by the Company).

EMED Mining Managing Director, Mr Harry Anagnostaras-Adams said,

"The Provincial Delegation of Environment has told us to proceed to the next level of detail. We have engaged suitable local and international experts to ensure proper detailed supporting documentation.

"We will be pleased to continue to report to shareholders any regulatory clarifications and other material developments in the process towards starting production in 2011."

Β·; The copper-mining districts of Cyprus and Spain which are probably among the best known in the world for their base metal endowment. The Company's first priority is to start-up production in Spain and commence generating profits as from 2011.

Β·; Exploration areas inΒ SlovakiaΒ are centred on a cluster of volcanic centres. Low-detection geochemical methods are being applied to these areas for the first time together with open-pit bulk mining concepts. The principal targeted mineralisation style is low-grade, bulk-mineable porphyry gold.Β TheΒ Company has announcedΒ a significantΒ gold discoveryΒ at Biely VrchΒ and, with its mining consultants AMC Consultants (UK) Ltd, has completed a positive scoping study on its potential development.

Β·; Exploration in Turkey and Saudi Arabia via 29%-owned KEFI Minerals Plc. KEFI Minerals owns carefully selected licence areas inΒ Turkey, as well as an extensive proprietary database of regional and specific exploration data providing a pipeline of further projects to evaluate.Β It is the operator of joint ventures in Turkey with Centerra Gold Inc ofΒ Canada and in the Kingdom of Saudi Arabia with local construction and investment group ARTAR.Β SeeΒ www.kefi-minerals.comΒ

Further background as regards PRT: the Company has progressed the Rio Tinto Mine project as follows:

Β·; Completed geological investigations and verified mineral resources and ore reserves in compliance with the JORC Code;

Β·; Completed base case plans for operating a 14-year mine plan to extract ore reserves and to invest in drilling and other activities with a view to expanding and improving the project;

Β·; Acquired 100% of the project (the mine, its associated land and the associated mineral rights along with the plant and its associated land) from vendor company Mantesur Andavalor via (now) wholly-owned subsidiary EMED Tartessus SL;

Β·; Settled with the vendor company's principal creditor MRI Group which is now a shareholder of EMED Mining and has been appointed sales and marketing agent for the project;

Β·; Terminated all involvement in the project by previous controllers of the vendor company and commenced legal proceedings for their non-performance and enjoined the Company in their prosecution for criminal offences. A similar stance has been taken by MRI Group which is supporting EMED Mining's plans; and

Β·; Established support for the Company's plans from the communities and the Government;

Β·; Determined approach with the various authorities to assimilate regulatory changes and keep to timetable. Received clearance from the regulatory authorities to submit the full set of detailed reports and applications for permission to start-up.
