Short version:
All information on the Well (Daily Reports, E-Logs etc) will be sent out by AME to UKOG and the Turkish Authorities within a few hours.
Long Version:
AME are the Operator and UKOG are a partner. In this case, it's a 50:50 split, although it's more common for there to be three or four Companies in the Operating Group, with varying %'s (e.g. as at HH).
As it's a 50:50 split, UKOG will be taking an active part in decisions on the Well, e.g. deepening TD to 600m, which zones will be tested and the testing procedures being used etc.
Indeed, given the AME Chairman's statement that implies UKOG are paying 100% of Pinarova-1, it could well be that AME are effectively acting as a Contractor under the direction of UKOG. Unusual, but it does happen.
Irrespective, prior to operations commencing, the communications protocols with respect to information from the Well (who gets what and when) will be agreed. The Turkish Authorities will also stipulate what reports they want and at what frequency.
The Daily Reports & Logs (e.g. Operations, Geology, Mud Logging, Drilling Fluids etc) will be distributed from the rig site first thing in the morning (normally by 07:00hrs).
After checking in the local operations office (for errors and/or inconsistencies between the various reports), they will then be sent to the Head Office and Partners (normally by 09:00hrs).
The Head Office normally deals with the Countries Authorities.
There will be regular conference calls between the Operator and Partners to discuss the Well. This is often - but not always - on a daily basis during drilling.
It is also normal practice for a short afternoon report (detailing operations up until around 15:00hrs) to be sent by the Rig as well. It is up to the Partners whether or not they get this. Given the circumstances, I imagine that UKOG would want this too.
For critical information such as E-Logs, the on-site processed log (which will also have potential intervals of interest highlighted) will be sent out to all as soon as it is available on-site.
This is the log which the Operators and Partner(s) will use to make immediate decisions - e.g. in this case, whether or not to run the 7" Casing as there is a potential zone of interest, or there is nothing there and the 8 1/2" open hole section needs to be cemented off.
The raw Log data will follow some time later, as it's a much larger file - this is what UKOG will have sent to Nutech for further analysis.
As far as communications during testing, they will be much more frequent, at least between the Operator and Partners.
In addition to the daily reports noted above, updates (including all the latest test data) will often be sent out every six hours.
At this stage, there absolutely will be a daily conference call between the Operator and Partners to discuss ongoing operations, results and the plan for the next 24 - 48hrs.
