so .... what are the DRC government procurement requirements?........ Are there any written down? If so, can we see them?..... Is the DRC requirement a check list or is it a State Minister sign off or is it the head of DRC procurement [is there one].........or is it 5 different levels of government approval... where it slowly churns from a junior government official up the chain to a senior government official........and then eventually the Head of Government......
And..... why does it need this sign off after the fact..... why was it not part of the original contracting process?.... Why did the DRC AA not ask the governments permission to award the contract PRIOR to signature [would make the contract instantly executable].........
And.... why did they go for a 90 day period..... [September in the contract]..... Is that how long this matter should have taken to ratify...... or was it a guess... either way it was missed... why is that?..... is it because of COVID, is it because it is number 527 on the list of important matters for the Head of Procurement regulations...... is it because no one has ever done this before, so they dont know who should sign it?...... does Pete know what the delay is........ he has not told us... is it because its due any day or is it because he would get a hammering if we knew the real reason......... As said previously there is another African contract [signed on the wsg side] waiting for a government re-org.... that was 2 years ago....... So as this award took 2 years to orchestrate, could this be 2 years away? As Pete has boots on the ground, one would say NO....... but in the spirit of openness, why does he not say what the process is....... I recall from my VAST days...... that when they were waiting for a licence in Romania [that took 4 years]..... there was a never ending myriad of government officials that needed to see the paperwork before sign off....... I wonder how DRC does it?
so lets go back to the question.....
