LNG Plant

LNG Plant and Pipeline are downstream components of the Timor-Leste Liquefied Natural Gas (TLNG) project planned to be built in the south coast as part of the Tasi Mane Project.

Several activities were performed during the first and second quarter of 2020 under the supervision of the former Management. A pipeline route preliminary investigation was carried out in-house to provide an insight option on the pipeline diversion route to Natarbora, an alternative project location option in lieu of Beaço. Several documents also were prepared such as Terms Of Reference (TOR) and Request For Quotation (RFQ) for pipeline Pre-FEED & Survey Support, tendering plan and Invitation To Bid (ITB) draft. While at the same time, team had prepared a plant layout study scope of work (SoW) for LNG Plant.

The compelling intention to hold LNG project is mainly laying on several upstream issues that must be settled before continuing the Greater Sunrise Project. The discussion on relevant issues is ongoing between Greater Sunrise Joint Venture companies and both countries (Timor-Leste and Australia). These include Petroleum Mining Code, Production Sharing Contract (PSC), Fiscal Regime, and Upstream development concept.

In that regard, any activities related to the LNG plant including the site location for LNG plant will be on hold and subject to the decision agreement from all relevant parties.

Metinaro Gas/LNG Imports (fid down as by end 2023 or latest in Q1 2024 ) Now overdue and an ideal fit for Chuditch early stage 1-2 well FPSO. From our own intrepid poster Filthylucre, alternate Gas/LNG facilities development is being looked at in Natarbora near the Betano Power plant and Oil refinery. That one very interesting, would be a short straight line sail from Chuditch.

Beaco Gas/LNG Exports , Sunrise Hub - JV new studies , decision expected anytime. Positive results and agreement after decades, will open things up for all and return some true value to gas holdings , Sunrise and Chuditch. Woodside Sunrise on its books since 2018 at $0.00c, after being marked down year on year, from hundreds of millions (34% 5tcf)

LNG Import Terminal

On 30 March 2021, TIMOR GAP awarded a contract to Wood Group Kenny Sdn Bhd, a global consulting and engineering company, to perform a six-month Feasibility Study, including assessing the potential market supply for import of LNG (Liquified Natural Gas) to Timor-Leste, develop a concept design for an LNG Import Terminal and associated LNG regasification facilities, identify potential site locations for implementation of the referred Terminal and conduct a site selection assessment.

Developing LNG capabilities would help Timor-Leste’s plan to achieve a significant reduction of both fuel supply cost and greenhouse gas emissions while also converting its main power plants to fire on natural gas. Imported LNG would fuel the existing power plants in Hera, Betano, and Oecusse.

E.g. when Maurel Prom French Major bought into ukog years ago on the open market, each of its 3 DAYS delayed prints , came in after close , at a premium of 15-25% over the highest listed ask , on each of those 3 days, common scenario.

Sells normally obvious by price but even those sometimes become vague, on copl a couple of years ago, had the long time locked in wonga confetti pump and dumper getting some very nice dump prices v ask, this was as it turned out to be due to 2 Real II's buying in at a price not an sp chase.

Basically an almost static at price , huge trades , transferring from the wonga to an HSBC (non nominee acc) and the Clarendon Fund, not much separation in all the huge trades being printed that 4 or 5 days, with next to zero sp movement while it was conducted. 🙄

As it has always been , the big fish getting what they want, when and how they want it , while pi's bleat and moan on waiting for their turn to see some benefits........... GLALTH

As the norm, is for large trades to be at a premium to the prevailing ask price, likewise shafted on larger sells.

In truth nobody knows what any are, the labels , buy sell unknown are NOTHING to do with mm/market, only those involved in any given trade , know the truth.

Worlds markets only print trades, they think of as both a buy and a sell , so do not label , eg your the buyer via dma/broker from a market floor trader mm the seller, vice versa or any combo you care to come up with.

The confusion to stats , volume ratio's etc , all down to GUESSWORK labelling sites like this one, not the market.

See if anything arrives in the 1700-1800 region, the aggregate spreads slot, usually reported with flags ECHO XOFF on the real lse , recently dropped to just one flag XOFF (Was conducted on other than AIMX or XLON = ECHO and printed OFF Xchange)

Was a buy, the 1630-1635 pre close auction, threw out a UT of 0.38, the large trade probably placed just prior to completion at 1638, or was under a PME 1635-1645 (No longer reported by rns since this time last year) , if in either priced to be a buy.

Don't have the deep pockets for quicker timescales, so still need that new farm in partner, first project on the Island set for being filled with Gas 2025/26, yeo ho ho and co timescale , not planning to stay around for production but that would probably be by 2028 (way to late for Northern project, too early for Southern tenders current 2030/31)

New partner pulled in by AB will get the job done on time to full fill TL requirements. If their plan also still on track, its probably drifting , so we can meet somewhere in the middle 2026/27 😂

oh that it was that simple, the island said no to all things for two decades, woodside only agreed to stay and look after offshore after the other majors decided to leave 2009, eventually being compensated by wealth fund loan in 2019, sunrise already mothballed since 2004, after darwin specifically built by woodside refused, then flng in 2008.

could have drained all 4 still waiting fields long ago and sat with 80-100 billion in their wealth fund but its never been about money for gusmao who invented the project tasi mane, always about jobs for the people in its own industry, full up-mid-downstream extravaganza manned by timorese , not foreigners.

australia via the maritime boundary settlement also have to step aside for others to move in, gussy knows he can't just pull the plug on them, its and international agreement, australia agreed to abide by various deals, one being not to issue a license on their side of the boundary and drain sunrise from their own waters, believe the wording is, australia agree to all clauses listed , while the boundary agreement in force.

As posted before when they floated Sundagas on the Singapore Stock Exchange , they brought with it a Singapore Bank loan of $22m , not bucket shop , confetti pumper and dumper , dribs and drabs financers. Like boil bod.

That float was in preps for the non tender award of Chuditch and the Bid round pre requisite, that all bidders had to prove they had that amount available to bid for licenses and progress them from the get go.🤑

Pretty sure with his teams background and history, the final pieces of the puzzle will not take that long and be far better than anything the old BOD , ever came to the market with...........GLALTH.

If anyone breaks, the 20 year Gusmao/Horta ALL COMES to the Island , have a NO to your plans, it will be AB and Co, likewise rewarded for their 2016-2019 services rendered, with the NON TENDER award and showcasing of Chuditch NOT Sunrise , to launch the first 18 license bid round in Nov 2019.

Still feel another such showcasing , could be coming our way, time scales for Metinaro and our Chuditch FPSO Plan, fit very nicely together, to provide TL with 3 power stations GAS/LNG and domestic supply security , long before Sunrise and Beaco operational (tenders 2030/31)

Metinaro 2025/26 - Northern project part of the Island SDP 2011-2030 strategic plan and FID now OVERDUE.

Best of all , for Horta and Gusmao, it will NOT be a backing down, as an Initial 1-2 well as planned, will still all come to the Island , the man from del Dili , he will say YEEEEEEEEEEEEEEEEEEEEEEEEEEEEEES you can, or at least until a bigger player takes it FFD and 26 - 28 wellheads as Shell planned, its denied FLNG Ships for the area. 😲🤑🤑🤑🤑🤑

ASX at the low levels best ignored, it moves in increments not every fraction like London, so prone to wild HUGE rises/falls on SFA Volumes, Canada the same CSE pre consolidation on copl moved equivalent of 0.14p v 28p v 56p v etc, on sub 1m volumes, while in London the price for near two years in the range 0.05 - 0.25

Stick with London, the others often very misleading.........GLALTH.
