china's statement this week , not just to participate in timor leste infrastructure construction through the deepest pockets on the planet the bri (belt and road initiative - invented by xi ) but also via the gdi, global development initiative, which has pretty big budgets of its own. (that should cover the rest, other sectors, education, health etc)

bri alone has an annual budget in the multi $ trillions, $12-$18 billion for sun hub/pipe/beaco and a few billion for the metinaro pit, drops in the ocean for them. π€
for perspective , bri flagship is cpec ****stan , they put around $95 billion into its phase i energy and infrastructure, now pouring billions more in for non e & i projects in phase ii , rail , roads , ports to link everything from the china border to the massive new ports on ****stans coast , xi's primary new silk road.
bri has 125 countries on its books, mostly asia. africa and the middle east but already footholds in europe and south america , china currently phase ii/iii plans in motion, xi has already written six phases of his plan. a linked free trade market around the globe, without usa or others controlling, including himself (cough π)
