Vessels have to undergo 2 dry docks in 5 years, whether that is at 2 years and 3 years or 2.5 and 2.5, makes no difference, but on the 5 yr Build Anniversary, the vessel needs to pull shafts etc, so that Class Society can see wear and tear, normally fitting new seals etc they then sign off the Class Certificate and the vessel is allowed to keep trading, there are lots more involved than that, but sure you catch my drift.

ROTTERDAM: Oil prices are trading sharply higher this morning after a late surge on the futures markets last night. Prices surged after President Trump announced substantial new sanctions on Russia's two biggest oil companies as frustration in Washington grows over the Russia-Ukraine conflict. The sanctions came after an unsuccessful diplomatic phone call between the Russian and US foreign ministers. The new sanctions target the Russian oil majors, Lukoil and Rosneft as well as nearly three dozen of their subsidiaries. The sanctions could also prevent foreign countries or companies from conducting business with the oil companies and cut them off from much of the international financial system. In addition the US eased restrictions on the use of long range missiles supplied by the West to Ukraine, freeing Ukraine to strike targets well inside Russia by missile. Over the last few months Ukraine has been very successful hitting Russian energy targets deep inside Russia.
