I don't know what video presentation of publication of Seba's you've tapped into but what Seba predicts/advocates is not as you suggest. In his description of "Disruption Models" he states:-
"A new product radically changes the way products and services are produced, managed, delivered and sold. Examples: Distributed Solar PV and Batteries."
And
"Altogether, this means that fossil fuel power plants will inevitably be disrupted both from below, by utility scale SWB generation, and from the edge, by distributed SWB generation......."
He predicts a mix of utility scale and distributed solar, wind and battery generation and storage.
As for your "democratised" comment try reading the "Ownership in the Age of Freedom" section of Seba's paper titled "Rethinking Humanity".
