Democracy is not always the answer, it requires well educated population capable of thinking for themselves.

Under the democratic system, a well organised gang of conmen can easily take hold of power and ruin the entire country.

If you look at the region, USSR, before the communist system was introduced, it was full of warring tribes and warlords trying to dominate and enslave their neighbours. Communism brought swift end to that abuse and made lives of the ordinary people much better. It suited the mentality of the people it governed, doubt if the democracy would have worked in that part of the world.
