My understanding the lump-sum refers to the total value of contract and does not necessary mean Lam will be paid in full in advance. It may depend on the value of contract, it is rare that the contractors are paid such large amount even before starting the work. But I do hope they are paid at least 20% in advance to start with so that they do not need to take a loan.

I doubt there will be a full payment in advance, normally 10-20% once contract signed and APG issued by the banks.
