I have finally received a PDF on Mayor Koyos state of address in Elliot (Chris Hani)a week ago. Bit disappointed that there was no mention of us but nor were the wind farms.But this was good info for the future:
The State President in his state of the nation address (SONA) and Premier of the Province of the Eastern Cape in her state of the province address (SOPA) pronounced that CHDM is part of the 23 district municipalities earmarked for Infrastructural development programmes including building of dams, roads, bridges, power stations, schools, hospitals, electricity, renewable energy, etc through the Presidential Infrastructure Coordinating Commission (PICC). The Bio fuels Project in Cradock has been given a new lease of life through its inclusion to the PICC projects to the tune of R1, 1 billion towards the biofuel factory investment.

Chris Hani Development Agency is in its initial stages of operation. The Agency will be instrumental in the implementation of high impact priority projects in the DM. Last year, a day before the Nelson Mandela Day, July 18, we launched the Community Skills Fund as promised and delegated the CHDA to manage it on our behalf. We had allocated a sum of R 2m towards this fund and have awarded 21 full bursaries at a cost of R1 324 098. The Agency was also tasked with facilitating the successful Investment Summit that was held on the 16th and 17th of May 2013.
SPECIAL ECONOMIC ZONE
Madam Speaker, the current approach of developing the district that is fragmented where development is sometimes consolidated in one area promotes silo growth. It is in this regard that the District Municipality has taken up the initiative of applying for an SEZ status focusing on agro processing that will ensure a systematic and focused approach to development. This initiative will assist in responding to the plight of the District– unemployment, curb poverty levels, and deepen industrialization whilst increasing primary production.
The benefit for both local and international investors will be the SEZ incentives especially on manufacturing as well as the focus to improve economic infrastructure and logistics. The Province of the Eastern Cape is fully in support of this initiative. To this end, I led a delegation to the National Parliament to present our case which was well received. This will, surely, mean major economic boost to the region if DTI approves.
