NASDAQ - yes 'start-up' can list, as well as non revenue companies, even shell companies can list.
SPAC's "Special Purpose Acquistition Company" were quite popular They raise money and then go out and look for an operating company.
You might be thinking of a minimum share price requirement for a listing but that does not exist in an IPO. You can google the listing requirements for each of the US Exchanges for more information
