Agree dumb for those generally not affected i.e. city wide testing, schools, uni's and healthy ages with no comorbidities. But cannot agree with them at care homes. Effective rate is 76% I read. Well sorry but it only takes one in 4 infected to get it into a carehome and watch it rip through the residents once again.
Low risk groups (inc - those they interact with) = LTF
High risk groups, or those working with high risk = PCR
as far as I'm concerned.
