"Together with all our development partners we are working all hours to complete the PPA as soon as possible. Over the past few weeks we have once again been reminded of the significant importance of the MCPP, both as a strategic energy project as well as a socio-economic development project, and how critically important it is to spend enough time to make sure that we get it right the first time. The PPA process is in a very sensitive phase of its development and this requires the utmost patience, consideration and discretion from all stakeholders."
First sentence would imply that its not the TG that's holding this up but changes to the PPA requested that means KIBO and its partners have re-work to complete. We can speculate what might be with the recent speco contract but has to be about 'extent'.
The significance of the project means that sign off will be convoluted and involved / detailed as there are may vested interests at play
If we were simply looking at an SML to mine coal or a PPA for a <300MW plant then I doubt it would be so much of a hurdle (although I'm not sure it would have the focus). The strategic importance of the project dictates an additional layer of scrutiny and governance at the same time as all the legislation / and governance processes have changed ... which is unfortunate.
