PG, if we look at the local political recent history.
Following the independence struggle, there have been a series of coalition governments. Each of those has been heavily influenced by the person who led the independence war with Indonesia.
Each change of coalition has happened peacefully. In the most recent elections , 2020, the person pushing the island vertical integration, has lost the levers of power.
The new coalition faces the reality, of having to accelerate monetisation of assets, and spend the sovereign fund wisely.
One of the first things I did was Google earth the country, and scour the coastline for any major infrastructure, nothing but new airport (good!) And a main road on south if island.
IMHO vertical integration was an aspiration. The people of TL have voted for what they want.
