An executive chairman, on the other hand, is present day-to-day in the company but the extent of their role is dependent on how the company structures itself.

What's the point of a SML if you haven't got a plant to supply. Getting the PPA signed and at a decent price to tempt investors is all that matters here. Once you've got the PPA, the SML will undoubtedly follow.
