The Zimbabwe gazette was delayed 1 week (Friday to friday). The whole market knew prem would get its epo licence (still technically a rumour at that time).
The buys of today wouldn't be of institutional investors but rather major holders who know more.

Same again. There are offers on the table (not good offers I think)
Hence I think George is probably holding out for further resource definition which will bring better offers
