They state 31 months by 2016... add in more cases and you'll get closer to 36 months currently.

September 5 is not the date of the Markman, which probably won't be listed before April/May 2019 - have a read:

It usually takes approximately 36 months from filing to jury trial, unless settlement agreed previously - this I know!

Today, the Court should receive "a joint proposed Scheduling Order to the Court no later than 8/30/2018" which should be rubber-stamped by the judge on September 5.

It's just a timetable to progress the case, nothing more.

A patent consists of several "claims" and for infringement to be proven it takes just infringement of a single claim within the patent, not the whole patent.

The Markman hearing gives a legal definition of any contested claims from which both sides proceed.

It is not unknown for an alleged infringer to challenge the validity of a patent, thereby increasing the time taken until resolution.
