From my understanding, and I am not that knowledgable on the subject, but my understanding is that the Rosen won't be doing this for Free. It's not no win, no fee. And if it folds up half way through it will end up costing the PI's even more. But Rosen will have profited from it. I could be wrong, correct me please if I am.
