The reason the Gov didn't implement lockdown in October is simply because that's fully 2-3 months before the ideal conditions for the virus are in place. Put a lockdown in place in Oct then release it in jan? As we know from flu virus every year jan and feb ate the toughest months. If the gov plays the only defense they have against the virus -lockdown - too early then imagine where we would be right now with no lockdown. Or you think we should implement a 6 month lockdown? Build that national debt higher and higher. If you look at the statistics there is a pandemic roughly every 6 or 7 years , although usually doesn't hit the west. What if there is another global pandemic in a few years and we are so deep in debt from too many lock downs then. The gov has to look at a far wider picture and balance probabilities. Just offering a medical perspective on here but a lockdown in October , so early before peak flu season, might've made things even worse right now. But that's the thing about this virus, it's an impossible situation. And easy for Keir starmer to offer opinions, without looking at long term effect, when he doesn't have to take responsibility.
