Living in Morocco, I have first hand knowledge of how things proceed. This is not business as Europeans know it. Shwiya shwiya is the name of the game, especially during Ramadan when things grind to ever more slowly. With all this in mind, getting the necessary permits, including for use of explosives, is going to take an age. Could be looking at a 6 month delay before MOU-1 testing starts.
The rig is situated nearby and sits idle. Far better to raise the necessary cash, and get drilling. That permit is relatively quick to obtain.
Put the placing in this context and things start to make sense. MOU-2 mud/drill is dependent on MOU-1 monetisation, which is not forthcoming in the short term. Therefore Plan B, get the money in and drill MOU-3 into the fan with no sludge to hamper progress.
20% sp hit is the immediate pain, which can't be helped.
