Your link has little connection to EDL. It focuses on the USA and references China and India and while it attempts to suggest coal is in decline, it also acknowledges that coal usage will continue to increase form hereon in, further within it's text.
Of more significance, EDL's operation is in Africa, not in the USA and while China purports to reduce domestic coal usage, it promotes coals increased future usage and dependance on it in Africa.
As an aside, China are suffering from power outages because of their fall out with Australia and their refusal to continue to import Australian coal, so they're going to need to import coal from other destinations, which makes the following of more relevance to EDL:

While China is on track to meeting its Paris climate agreement targets domestically, it continues to invest in and profit from coal power projects across the world. Domestic restrictions do not apply to projects abroad, and China has capitalized on this exception by exporting its surplus of coal-related equipment and technology to countries desperate for industry, undermining a global push to phase out coal.
China has invested in coal projects in 34 countries, 11 of which are in Africa, according to data compiled by Global Energy Monitor’s Global Coal Plant Tracker, an industry watchdog.
China invested in eight of those African countries, six of which have no existing coal-related infrastructure, after its commitment to the Paris climate agreement in 2015. Once completed, these projects would generate 102 gigawatts in coal power globally, locking countries that currently have little to no coal capacity into coal dependency, according to a statement from Urgewald, a German environmental rights group.
