I hope it has, but confirmation is necessary.

And as I fear, construction has not started, then confidence of an agreed rig contract by mid-September is reduced.

You could also have mentioned that there is no evidence that the pipeline construction promised for July has started, and if the rig contract is to be agreed by mid-August as stated, they have until next Wednesday.
