moneyhawk, 50 years ago so not rover, information came from staff involved in the project. I always though it was as you have alluded too. However recently picking someone's brain on battery matters lead the conversation to battery cars (going to be years before we stop using petroleum products etc) and I mentioned the above, response was Oh! the water and coal dust technology that was brought and confined to the annals of history. It could well have been an hydrogen powered engine development/ research engineers would not be interested in the cost, that's for the number crunchers. )

Obviously the only people that would not want such technology to be brought to the market, oil company's, my money's on it would have been a consortium donation.
