I track PM miners and to re-open mines you need a year or more to do that. Coal mines are beasts in size and this require some time to start production.

With Iron ore issue China response with steel production cut.
With coal issue China can`t do nothing winter is not even here yet. They must heat homes and run production with coal plants, no way other around this.
