To me, it seems that whilst the negotiations between us and the Govt of Rajasthan were taking place, they must have realised the need for additional small amount of time required. Well before the court hearing during the holidays, the parties agree to a date (i.e. 15th Jan) which they subsequently request the Courts to grant. This all must be based on a say 95% probability of an agreed outcome. Hence, when you read the last Kalaka RNS, it states that "UNLESS EXTENDED" (on the 14th Jan), Panthera will retain its interest in the Kalaka project. There was no need for this development vis a vis the Kalaka project unless the management knew with vastly greater degree of certainty that an "AMICABLE AGREEMENT" will be reached on Bhukia.
