Jaguar - A project manager is only as good as his team. Yes they can help mould, coordinate, encourage, direct, and make valuable decisions but if the team (including key Contractors) don't have the competencies it's a different story. I've seen PM's changing key Contractors and individuals in key roles but it has an initial impact and a bold move. The Business needs two Risk Review's, a Technical and Business review to understand probabilities and consequences and then develop a mitigation plan. It does seem they are jumping from one problem to another without any structure. Its important for team honesty to ensure issues are full understood and worked through.
