On the 12th of may 2021 the share price peaked at 2.12 and that was after the share issue so surely the offers must be at least 2 pounds.

if this company is worth 2 pounds then why is the sp so low. it only got to 137 because the big players got to know what the offer was.
Plenty of other companies had rights issues or extra funding and recovered . some like shoe zone also in the retail sector
didn't even need funding of an sort and recovered.

Yes they can declare an intention to make an offer and the just decline to make one after 28 days its called a put up or shut up clause. Also they could just make a derisory offer they know will not be accepted.

this is looking like s scam now. some one makes a declaration to buy so the shares rise all the IIs can now offload all their shares at a tidy profit then there is no offer and the price collapses and they short it down and make even more.
