Don't get too excited aren't the 'conditions' you quote just plans included in planning application?
The plannin application is very likely to be passed with conditions. Below are the conditions recommended by the planners required to be discharged prior to the commencement of the work as in the planning pack.
IMPORTANT - CONDITION NOs 9, 13, 14, 22, 25, 27, 30 and 31 MUST BE DISCHARGED PRIOR TO THE COMMENCEMENT OF THE DEVELOPMENT
