Taken directly from the Island 2011-2030 Strategic Plan, the South Coast (Tasi) project
was not a small plan and was based on only Sunrise initially.
The establishment of a refinery and petrochemical centre will be achieved through cooperation
between the public and private sectors. The Timor-Leste National Petroleum Company will play
a crucial role in this development.
The initial phase will establish a refinery with a capacity of 30,000 barrels per day, with capacity
to progressively increase to 100,000 barrels per day as the petrochemical industries expand.
Domestic fuels needs such as diesel, gasoline, jet-fuel and asphalts will be able to be provided by this refinery.
(Above now stripped away from Beaco, to Metinaro Petroleum Import Terminal PIT, which includes
a Gas/LNG tank farm to supply it's 3 being converted to Gas power stations and hold a 90 day supply
for energy security, required for further weather disasters and covid scenario's, they have suffered
hard from this past few years)
In addition, many products from the refinery will be exported to increase our trade in oil and
gas products.
The revised plan, the Northern Metinaro PIT Imports will take care of all domestic requirements,
needed much earlier than Sunrise/Beaco can deliver (tenders for 2030). Power plant conversions
when announced to be all completed by 2025.
Why strip away from the South Coast project, unless they have an alternative source in mind ?
Announced in Parliament it would save the Island millions per annum over diesel costs.
They currently only have two gas projects , Sunrise where the PIT requirements stripped from,
leaving our Chuditch front and centre, for the second project PIT, with a much earlier production
requirement, Boil/SG slow plan is 2028, a regional Major/Tier1 takes charge be it JV/Sale, they
can easily meet the earlier 2025/26 deadline the Island has.
FID for the pit late this year, Boil/SG target has always been an appraisal drill pre end of 2023
still think nearer the time, those two projects , will meet around a conference table. GLA
