Pi - this is just the evaluation stage of requesting qualification for tender. The actual tender has not been studied yet, compared to other tenders. It's only the first hurdle to being considered and even though the documents were opened and confirmed to have met with Tanesco requirements they have now said they do not meet the criteria. Tanesco have contradicted what themselves so it needs to be clarified and if there has been some misunderstanding or a change sine the documents were submitted then EDL should be invited to re-qualify.

From today's RNS:
"the evaluation process of the submitted applications has been completed and that Edenville did not qualify in relation to the criteria set forth in the RFQ documents."

Yet on the 7th December:

Edenville Energy plc (AIM: EDL), the company developing a coal project in southwest Tanzania, is pleased to announce that further to its announcements of 22 October 2018, 2 November 2018 and 8 November 2018, the documentation for the Request for Qualification (RFQ) for coal fired power generation projects in Tanzania was today re-submitted to Tanzania Electricity Supply Company ("Tanesco") at their new headquarters in Dodoma, Tanzania. This re-submission was in response to Tanesco cancelling the original submission for all applicants previously submitted on 19 October 2018. The re-submission and opening of the documents took place in front of other bidders with Edenville's documents officially accepted as complete and complying with Tanesco's requirements.

No doubt EDL will re-qualify for the tender. Those that haven't qualified may be invited to re-qualify if it's a small thing. I don't think Tanesco is at the stage of awarding tenders. Just looking at the qualifications. it could be something simple and administrative to re-qualify.

EDL have a MOU partnership with Sinohydro who have deep pockets so that shouldn't be a problem for funding and Engineering Procurement and Construction.

The Tanz government have a habit of changing things at the last minute. Much like when the Tender was cancelled and annulled with immediate effect and was then restarted. If everybody didn't qualify then there will be another tender process to make sure that they can qualify and be considered properly.

Not giving any reason for not qualifying is suspicious. The Tanz government could change their mind if there is a misunderstanding or the reasons for not qualifying addressed. The fact that Edenville have no idea and one would think would have made sure they met the requirements the tender required, then clarification and potential adjustments can be made, especially if it means no tender was awarded.

I'm sure this will be sorted out, but in the meantime the directors are going to have to stick their hands in their pockets and support the company, particularly the OO. If they do and they are able to resolve the reason behind not qualifying for the tender, then they stand to make a lot of money. How confident they are will be determined by whether they stump up some cash.

Closing time for OO was 11am today. Looks like the directors withheld information until after 11am.. Kibo received the same letter and issued their RNS at 10:15am.

Directors will now have to take up the slack and apply for all the excess shares in the OO, not taken up, to make sure the company can continue. Also they will have to defer their salaries for 12 months.
