Mergers are complex, with extensive document review, so it's not an easy process and needs to be done correctly to avoid complications later. Hopefully, all the documents are now complete, and they'll schedule a shareholder meeting for the vote.

I believe that target price is unlikely to be reached due to the multiple dilutions. If I recall correctly, there have been at least three placing RNS announcements since January of last year. Therefore, the target price should be revised.
