Because whether you like it or not, short term incentives, run properly (and not amended as per the post above) incentivise management. These should be coupled with long term plans to suit long term shareholders/stakeholders in proportion. I'm not saying I would add on but the cost to the company in total should be the same, just mixed up a bit. Personally I would have set a higher stretch target and put some shares in the pot at 10p and then some more at 20p....They will do this next year....
