It never had to be run at 5000 bopd a day to be 'proved' up for comercial scale
'The FEED study describes the design data, design requirements, detailed major equipment requirements and general operating philosophies for the development of the 5,000 bopd production train'
The PQE was run on equipment from bills scrapyard so with reliable off the shelf equipment required this is easily scalable .
Kahuna who have carried out the FEED report would not have issued the data if this was not the case.
It's like saying saying we don't know if we can do 10 k bopd a day as it's not proved as we only ran 5 k bopd
Viston arnt spending over $300 million on something that isn't 'proved' as they would of carried out extensive DD so they know what they are doing

2, things that most dont mention here is the historic failure in Utah oilsands by companies going Bust after big initial claims ,Another often overlooked is the transportation of oil as it will be approx 20 trucks a day on just 1 plant .
I know a train line is being repaired which will be very usefull but that is not now
