And just for the sake of accuracy, the discussions were between Germany/USA and Russia. Germany and USA combined did not have sufficient NATO voting power to commit to such an agreement, nor did they formally represent NATO during the discussions.

@Spikey, chess claim that there was an agreement is completely false, he is referring to the Germany reunification treat. There were informal discussions about NATO not expanding but it was not included in the final ratified and signed treaty.
