Brad there’s very little to a solar farm except row upon row of panels. There’s no need even for direct supervision on site, unless they are likely to be stolen!
If tlou have an adjacent cbm to electricity plant already connected to the grid then it’s reasonably simple. Direct current from the panels goes through an inverter to the transformers already present. In its most simplistic terms that’s all there is.

Brad, I’m no expert but can add a few ideas to your post.
Electricity is distributed at high voltage to reduce the I-Squared r losses . ( increasing the voltage reduces the current which improves efficiency) High voltage overhead grid is actually quite efficient, but expensive initially. (But still 32 times cheaper than putting it underground).
Solar panels are essentially two sheets of plastic that are expected to last around 20- 25 years with acceptable levels of reducing efficiency... but this point is arguable and not definitive. Maintenance is a quick wash quarterly to maintain efficiency of productivity.
Technically you are correct, solar panels can go anywhere , however electrical distribution cables to supply electricity to for example the local farm, will have a limited or very limited capacity to supply electricity in the other direction. Large scale (or very large scale) solar farms will clearly require infrastructure designed specifically to cope with the levels of electricity produced, perhaps where a grid extension is already being funded... now there’s a thought!

I’m not entirely sure just how well informed the journalist is. Admittedly it was great to see thing’s from the local perspective but there’s a few anomaly’s present.capital expenditure for one is incorrect, they are getting confused. Clearly written without the latest drilling results or the most recent tp note, (not that it was worth the paper it was written on...) Although I have been critical of some managerial aspects in the past, considering the ongoing global pandemic circumstances, I do feel that a delay in current work streams is regrettable, but not unexpected. The important aspect for me is that we are kept informed.
