Finance ministry/departments, probably struggling with legal compensation payments system. No one willing to make a decision or poke head above parapet. You can almost see them in a meeting all chiming “ not my job!!!” Chaos will continue until someone takes charge. I still believe it will happen, but what a pathetic state of affairs, maybe an article in by the business media could embarrass the Mongolian government with regards to foreign investment.
With previous chatter about Govt jailing people for not obeying special permit and taking people to court, this made me chuckle a bit 😉
