Slipanchor, It's an industry standard, Do you think they leave drilling rigs/platforms to be left without any security??
Supply vessels are just that, They bring supplies offshore and return waste back to the beach, The "Fire safety vessel" you talk about is a standby vessel that is stationed at the rig/platform 24/7 to ensure no vessel enters the 500m Zone and also acts as a safety/rescue vessel should the rig/platform have any issues.
It is standard practice for a standby vessel to control the 500m zone of any drilling/production platform so I wouldn't look too much into there being a safety vessel close by

Bigel, 1msn has ramped BLVN for the last 2 years or more...Apparently he has a few million shares so it's in his interest... That said one day he maybe right that it will go up. Out of interest 1msn what would you class as significant?
BLVN will always be a what if share, Possibly the biggest mistake I have made with regards to investments, I decided to jump ship @26p with a £90k loss however thankfully Crypto has made me back those losses.

You would expect COC to want a minimum of 100% on their investment, the problem they have is LNG is currently oversupplied by 60mtpa so it's looking more than likely the gas would have to be sold on the local market at a reduced price. That said the lift costs are very low and a minor like Perenco could make tidy sum.

Look at the RNS and you will not find any bid for BLVN however if you care to carry out "google" research you can find anything you want. You are correct that I have no ambition after working on O&G projects for the past 25 years, Life on the dole at 30 must have it's perks? As for FLNG yes I am fully aware of how it works as having worked as part of the project management team for Qatargas 3&4 ( land based LNG) and I can assure you BLVN's $80m may be stretched to accommodate it's 20% share of any development..But you already know that don't you??? Looking forward to seeing the link to the £1 bed RNS that you found on google :-)
